Can a business message someone first on Instagram?
Not through an app. Instagram's API only lets a business reply to people who wrote first, commented, or mentioned it in a story. You can still start a chat by hand from the Instagram app.
Sending a first message by hand in the Instagram app is allowed. It lands in the person's message requests if they don't follow you.
Through the API, the one that scheduling and automation tools use, a business can only message people who:
- sent it a message (reply within 24 hours of their last one),
- commented on a post or Reel (one private reply, within 7 days),
- replied to or mentioned it in a story.
So for outreach at any volume, the honest route is to get people to come to you: a "comment the keyword" post, a story with a question, a link in your bio.
